Government Affairs Update March 2018

MCA’s Government Affairs Committee met on Friday, March 2, 2018 to review legislation of interest to MCA. At the Committee’s direction, several pieces of legislation will be “slipped” on MCA’s behalf. The legislature has an online system which allows interested parties to indicate their position on a bill, and their name and position is read into the record when the bill is called. MCA is joining with the Illinois Pipe Trades Association in their opposition to several anti-pipeline bills, and supporting IMSCA’s bill prohibiting the withholding of retainage in excess of 5%.

The Illinois House met this week and will return in April after the primary election. The Senate is in next week, and likewise will return after the primary. All eyes are on March 20th, as Governor Rauner faces Representative Jeanne Ives in the Republican primary, and on the Democratic side, frontrunners J.B Pritzker, Chris Kennedy and Senator Daniel Biss face off.

The next legislative deadline of interest is Friday, April 13. On that date, all legislation must have moved out of committee in the chamber of origination. That is, all House Bills must be out of House Committees, and all Senate Bills out of Senate Committees. This does not apply to appropriation bills, however. We will continue to keep you informed about legislation we are monitoring.


Cook County

There is currently a Cook County ordinance seeking to require commercial/industrial property receiving Cook County property tax incentives to pay prevailing wage on private construction projects. There is a public hearing on March 14th for this matter to be debated.
